President Vladimir Putin took part in the National Coordination Meeting of Law Enforcement Agency Directors

November 21, 2006, The Kremlin, Moscow

The meeting discussed the law enforcement agencies’ work and future crime prevention measures.

Vladimir Putin talked about the necessity of improving the various methods for struggling against crime.

The head of state noted that law enforcement agencies’ potential is growing but acknowledged that in today’s conditions this is still not enough.

It is necessary to use more effective and comprehensive measures and steps, mainly crime-preventing measures, to improve the administrative and legal foundations in this field, including the protection of property rights and entrepreneurial freedom.

When discussing preventive measures, the President paid special attention to teenage and child criminality. It is especially minors who become easy targets for drug dealers and quickly become involved in extremist networks. If this situation does not change, then in several years Russia will have a whole generation of socially disoriented citizens as well as citizens inclined towards legal nihilism.

The struggle against corruption in the law enforcement and judicial systems must be more effective. The time has come to strengthen by legislative means the obligations and restrictions that apply to the representatives of law enforcement agencies and the judicial system, in accordance with those that have been adopted both within and outside of Russia. This especially refers to the control on income and property of employees of law enforcement agencies, judges and their family members.
