The Council of CIS heads of state took place in Minsk

President of Belarus Aleksandr Lukashenko made the opening address to the participants of the meeting. The current head of the CIS, President of Kazakhstan Nursultan Nazarbaev, also made a short speech. The summit’s opening was preceded by an official photography session for the heads of CIS member countries.

The session’s main theme consisted in discussing a report on increasing the Commonwealth’s efficiency.

The leaders of the CIS countries adopted a declaration on increasing cooperation in the struggle against illegal immigration and signed the Agreement on the Director of the CIS Antiterrorism Centre. They also made the decision to hold the next Commonwealth summit in St Petersburg on 10 June 2007.

The ceremony devoted to signing the accepted documents took place at the enlarged session of the Council of CIS heads of state.

Executive Secretary of the CIS Vladimir Rushailo noted that the issue of the legal and administrative registration of the borders of CIS countries was among the topics under discussion. However, no solution to this problem was found because no consensus was reached.

Following the summit the President of Kazakhstan, Nursultan Nazarbaev, and the Chairman of the Executive Committee of the CIS and Executive Secretary of the CIS, Vladimir Rushailo, held a press conference.
