In a decree, Vladimir Putin accepted the Government's proposal to sign a prisoner transfer agreement between Russia and Nigeria

The President added that after having reached an agreement with the Nigerian party the Ministry of Justice should sign the said agreement in Russia’s name. The Ministry of Justice is also able to make changes which do not have a fundamental character to the government-approved project.
