December 18, 2006

The Agreement between the Government of the Russian Federation and the Preparatory Commission for the Organisation was signed on 22 March 2005 in Vienna.

This document represents a reliable legal base for expanding cooperation between Russia and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organisation with respect to establishing, modernising, certifying and ensuring the timely operation of the Russian segment of the International Monitoring System, established in accordance with the Comprehensive Nuclear-Test-Ban Treaty on 10 September 1996.

The document defines the obligations of the Preparatory Commission with respect to providing Russia with appropriate assistance required for establishing and upgrading International Monitoring System facilities on Russian territory. Therefore the Commission’s approximate expenses will amount to more than 15 million USD.

According to the Annex, an integral part of the Treaty, the International Monitoring System facilities on Russian territory include 19 seismological stations, 4 infrasound stations, 8 radionuclide stations and radionuclide laboratories.
