Vladimir Putin signed the decree “On Several Issues Concerning Military-Technical Cooperation Between the Russian Federation and Foreign States”

January 19, 2007

As of the signing of the decree, the only company in Russia which benefits from the right to engage in foreign trade of military products is Rosoboronexport. Other companies that benefited from such a right prior to the present decree have the opportunity to end their contracted obligations.

The organisations that develop and produce military products and that have already acquired the limited right to engage in foreign trade (deliver spare parts, deliver units, provide various services and so on) will conserve that right for the duration provided for, according to the decisions of the Russian Federal Service for Military-Technical Cooperation. This right can be granted for a new term following the corresponding decision made by the President of the Russian Federation.

The decree also provides for special measures to provide financing for promising developments in weapons and military equipment.
