Vladimir Putin issued a directive granting the right to the Chief of Staff, 18 ministers, chairmen of five state committees, the chairman of the Central Bank of Russia, heads of several services, including all security-related agencies, general directors of agencies connected with the defence industry, as well as heads of the State Technical Commission and the Main Presidential Department of Special Programmes.
