January 20, 2000

The Russian government took the decision to hold negotiations on signing an agreement with Azerbaijan on mutual travel of citizens and simplified procedures for crossing the Russian-Azerbaijani border by locals in the cross-border areas. Similar documents will be prepared for talks with Georgia.

The Ministry for the Affairs of the Federation and Nationalities and the Foreign Ministry of Russia, in conjunction with leaders of the North Caucasian republics concerned and the Krasnodar Region, were instructed to clarify their position in preparation for the talks with Azerbaijan and Georgia on simplified border-crossing regulations for residents of the adjacent areas.
