February 15, 2000

In accordance with the decision, in the first quarter of 2000 the Finance Ministry will allocate 150 million roubles to the Agriculture and Food Ministry for spring sowing in Chechnya. In addition, the Economics Ministry will allocate 192 million roubles from the state investment fund, set aside by the law on the 2000 federal budget, to buy tractors and other farm equipment necessary for sowing in the Chechen Republic.

The Russian Government’s representative office in Chechnya was instructed to provide the necessary material and technical resources for sowing and, together with the Ministry of Internal Affairs, to ensure that the allocated financial, material and technical resources were used as stipulated and not wasted.

Additionally, the Agriculture and Food Ministry, jointly with the Russian Government’s representative office in Chechnya, will submit by April 1, 2000 a list of top-priority measures for restoring and running agro-industrial facilities in Chechnya.
