The decree recommends executive bodies of constituent entities of the Russian Federation in the North Caucasus to draw a list of companies in need of urgent financial assistance and blueprint modernisation projects for competitive manufacturers. Priority must belong to the development of agriculture, food and light industries, the industrial infrastructure catering for agriculture, recreation and tourist facilities, and public services and amenities. They will also promote the establishment and progress of private farms and personal subsidiary economy, and elaborate and implement measures to enhance public labour mobility, improve expatriate employment, regulate the number of expatriate personnel, and reduce illegal workforce migration.
The employment promotion plan for the North Caucasus includes regional programmes for 2001–2003, in particular, job creation and preservation, and community services establishment. It also envisages drawing up a priority job creation programme for North Caucasian republics, in particular, for 20,000 new jobs in Dagestan, community service jobs for 28,000 unemployed people, and self-employment opportunities for 4,600.
The plan makes recommendations to draw up a programme of employment promotion in the Chechen Republic for 2000–2001, and urgent steps to ensure employment, in particular, through paid community service, before an employment promotion programme is passed in Chechnya.
