Acting President Vladimir Putin considered a proposal by Anatoly Lisitsin, the governor of the Yaroslavl Region, on the participation of Russian regions in rebuilding the areas of Dagestan which suffered from the terrorist attack in the summer of 1999

In the information provided, Mr Lisitsin reported on his trip to Dagestan, which he went on at Mr Putin’s request. The governors of the Vologda and Kostroma regions, Vyacheslav Pozgalyov and Viktor Shershunov, also took part in the trip.

Based on the results of the trip, the governors issued an appeal in which they called upon the heads of all Russian regions to take part in restoration work in the damaged population centres of Dagestan.

The appeal said:

“The most acceptable mechanism in our view is recipient-oriented and material assistance. The Vologda, Kostroma and Yaroslavl regions have decided to assume responsibility for the restoration of a sheepskin factory in the village of Rakhata in the Botlikhsky district of Dagestan.

“Every region of the Russian Federation can assume responsibility for restoring or building a school, hospital or other vital facility. This will make it possible to more effectively and steadfastly guarantee our support for the people of Dagestan at a difficult time.”

Acting President Putin asked Deputy Prime Minister Viktor Khristenko to consider within a week the proposal put forward by the governor of the Yaroslavl Region and to prepare the necessary steps the Russian government should take in order to develop and support such initiatives from Russian regions.
