The meeting focused on the results of the Ministry of Justice’s work in 1999 and ways to improve the work of the Russian judicial system.

At present, the mechanism of government authority is neglected, loose and slack, the acting president said at the meeting. Mr Putin underlined that the lack of a clear juridical foundation was behind the low effectiveness of the bureaucratic apparatus and the reforms in the country.

The Ministry of Justice must act more decisively to establish a single legal space in the country, Mr Putin stressed. He pointed out that according to the Ministry of Justice itself, nearly 20% of legal acts and other documents passed in the regions conflicted with federal law and often violated human rights.

The gradual accumulation of such legal acts could reach a critical mass capable of undermining the single legal space in the country, Mr Putin stressed. The acting head of state called upon the Ministry of Justice to evaluate agency legal acts, presidential decrees, government resolutions and regional legal acts. He promised his full support in the matter.

The meeting at the Civil Service Academy under the President of Russia was attended by the leaders of all regional bodies and departments of the Justice Ministry of the Russian Federation. The extending meeting of the board was also attended by Minister of Justice Yuri Chaika, Constitutional Court Chairman Marat Baglai, Security Council Secretary Sergei Ivanov, Interior Minister Vladimir Rushailo, Acting Prosecutor-General Vladimir Ustinov, FSB Director Nikolai Patrushev, Central Election Commission Chairman Alexander Veshnyakov and Deputy Chief of Staff of the Presidential Executive Office Dmitry Medvedev.
