President Vladimir Putin issued instructions to draft proposals for improving the demographic situation in the country and clarify 2008–2010 expenditure for the priority national projects

One of the instructions is to set the amount of guaranteed medical assistance women are entitled to during pregnancy, childbirth and the post-childbirth period.

Mr Putin said that measures must be taken to create better employment opportunities for women with small children, organise professional training and re-training and introduce flexible working hours.

A mechanism is to be defined for indexing benefits for families with children, and measures aimed at developing pre-school education are to be drawn up.

The President noted the need to make housing more affordable for families with small children, including through the introduction of mortgages with delayed or reduced instalments and expanding construction of housing and social infrastructure facilities to take into account the needs of large families.

The instructions were issued based on the results of a meeting of the Council for the Implementation of Priority National Projects on March 7, 2007.
