The decree stipulates that all state organisations, industrial, trade, financial, transport and other companies, banks, organisations and other legal entities and individuals subject to the Russian Federation’s jurisdiction must deny permission (unless a special order is given) for any aircraft that is owned, leased or operated by the Taliban or on its behalf, to take off from the Russian territory or land on it.
Exceptions can be made only in cases when a flight is sanctioned in advance on humanitarian grounds, including for fulfilling the religious duty of pilgrimage, by the Committee of the UN Security Council established by Resolution No 1267 of the UN Security Council dated October 15, 1999.
The same decree freezes all funds and other financial resources of the Taliban in Russia and prohibits citizens of the Russian Federation or any other persons on the Russian territory from making any financial resources available to the Taliban, except cases when this is sanctioned by the UN Security Council’s Committee on a case-by-case basis and on humanitarian grounds.
