Vladimir Putin signed the decree “On Amending Presidential Decree No 312, Dated March 27, 1992, 'On Controlling the Export of Nuclear Materials, Equipment and Technologies from Russia'”

The decree stipulates that nuclear materials, technologies, equipment, devices and special non-nuclear materials designed for their treatment, use or production, can be exported to countries that do not have nuclear weapons or have not placed their nuclear activities under the safeguards of the International Atomic Energy Agency only in accordance with special decisions taken by the Government, on the conditions that:

the deliveries do not contradict Russia’s international commitments;

the government of the recipient country officially guarantees that the provided materials, equipment and technologies will not be used for the creation of nuclear weapons;

the deliveries are made exclusively for purposes of safe operation of [civilian] nuclear devices on the territory of the recipient country;

and these devices have been placed under IAEA safeguards.

The Russian Government may stipulate additional conditions for such exports.
