President Vladimir Putin signed a decree “On the Structure of Federal Executive Agencies”

The decree abolished:

The Ministry of Commonwealth of Independent States’ Affairs;

The Science and Technology Ministry;

The Trade Ministry;

The Economics Ministry;

The State Committee for Arctic Affairs;

The State Land Policy Committee;

The State Cinema Committee;

The State Environmental Protection Committee;

The State Youth Policy Committee;

The Russian Federal Air Transport Service;

The Russian Federal Migration Service;

The Russian Federal Service for Foreign Currency and Export Control;

The Russian Federal Forestry Service;

The Russian Road Agency.

 

The President decreed the establishment of:

The Economic Development and Trade Ministry, which shall be vested with part of the functions of the abolished Ministry of Commonwealth of Independent States Affairs, the Trade Ministry, the Economics Ministry, the State Committee for Arctic Affairs, the Federal Service for Foreign Currency and Export Control and the revamped Ministry for Physical Training, Sports and Tourism;

The Industry, Science and Technology Ministry, which shall be vested with the functions of the abolished Science and Technology Ministry, as well as some functions of the abolished Trade Ministry and Economics Ministry;

The Federal Land Cadastre Service, which shall be vested with part of the functions of the abolished State Land Policy Committee.

 

Under the decree, the functions of the abolished departments shall be allotted in the following way:

The Foreign Ministry shall be vested with part of the functions of the abolished Ministry of Commonwealth of Independent States’ Affairs;

The Culture Ministry shall be vested with the functions of the abolished State Cinema Committee;

The Education Ministry shall be vested with the functions of the abolished State Youth Policy Committee;

The Natural Resources Ministry shall be vested with the functions of the abolished State Environmental Protection Committee and the Federal Forestry Service;

The Transport Ministry shall be vested with the functions of the abolished Federal Air Transport Service and the Russian Road Agency;

The Finance Ministry shall be vested with part of the functions of the abolished Federal Service for Foreign Currency and Export Control.

 

The President also decreed the following name changes:

The State Property Ministry shall become the Property Relations Ministry, which shall be vested with part of the functions of the abolished State Land Policy Committee;

The Ministry of Physical Training, Sports and Tourism shall become the State Committee for Physical Training, Sports and Tourism;

The Ministry of Federation and Nationalities’ Affairs shall become the Ministry of Federation Affairs, National and Migration Policy, which shall be vested with the functions of the abolished Federal Migration Service and with part of the functions of the State Committee for Arctic Affairs;

The Agriculture and Food Ministry shall become the Agriculture Ministry;

The Fuel and Energy Ministry shall become the Energy Ministry;

The Government’s State Courier Service shall become the State Courier Service;

The Government’s Federal Special Construction Service shall become the Federal Special Construction Service.

Under the decree, the Prime Minister shall have five deputies, including one Deputy Prime Minister/Agriculture Minister and one Deputy Prime Minister/Finance Minister.
