Vladimir Putin said that Plenipotentiary Presidential Envoys must enforce federal laws in the regions and must also promote more effective interaction between regional and federal institutions of state authority.
He said Plenipotentiary Presidential Envoys had no right to intervene in matters under the jurisdiction of regional governors and legislative speakers.
Mr Putin said Russia was a federation; consequently, its regions and federal authorities must abide by all provisions of the national Constitution. He said that current efforts did not amount to a constitutional reform, aiming instead to streamline control over federal institutions.
Mr Putin and the governors of the North-West Federal District discussed relations between federal authorities and the regions, the Federation Council reform and the possible establishment of a State Council comprising regional administrators.
