In his address to the regional governors, the president said that plenipotentiary envoys to the federal districts would draw more attention to regional interests. He said he would hold regular meetings with his envoys and invite them to Security Council meetings.
The head of state highly praised the governors’ participation in drafting a decree creating the position of presidential plenipotentiary envoys to the federal districts. In his words, these changes will help tackle such major tasks as streamlining the distribution of powers between the Government and the regions, and improving the work of federal bodies in the regions.
Governors of central regions discussed the idea of establishing a state council, which had previously been raised at a meeting of North-Western Federal District leaders.
