Top-level Russian-Kyrgyz talks were held in the Kremlin

Mr Putin and Mr Akayev first negotiated tête-а-tête and were subsequently joined by their respective national delegations.

After the talks, both presidents signed the Declaration on Eternal Friendship, Allied Relations and Partnership Between Russia and Kyrgyzstan, as well as an agreement on bilateral economic cooperation for the 2000–2009 period. They also approved an economic cooperation programme calling for expanding the mutually beneficial cooperation in the fuel and energy and engineering sectors and light industry for the same time period.

At a joint news conference, Mr Putin thanked Mr Akayev and the Kyrgyz Parliament for making Russian one of the official languages in Kyrgyzstan. Mr Putin also said Russian should remain the lingua franca of the CIS.
