The decree says:

“As a result of the illegal activities of terrorist organisations in the Chechen Republic, legal institutions in compliance with Russia’s constitutional system have not been established yet. The Chechen Republic does not have the legal system of a constituent member of the Federation or the governmental authorities stipulated by the Constitution and the Federal Law ”On General Principles for the Organisation of the Legislative (Representative) and Executive State Bodies in the Russian Federation’s Regions“.

To set up the necessary legal structure for establishing governmental authorities in the Chechen Republic, the President decided to establish the Administration of the Chechen Republic and abolish Government Envoys to Chechnya.
