The message to Gennady Seleznyov, Speaker of the State Duma, said, in part:

“The treaty meets the demands of and renews the legal foundation for bilateral relations and will strengthen cooperation in different fields based on new principals that take into account the interests of the two countries.

“The treaty will promote the normalisation of the situation on the Korean Peninsula and will increase the role of Russia in reaching a settlement.”
