The message dealt with a number of current Russian-American issues.
In particular, Mr Clinton spoke in favor of expanding cooperation between the two countries in arms control and non-proliferation. He also pointed to the importance of strengthening economic ties. In his letter he stressed that disagreements on a number of issues between the United States and Russia should not hinder constructive and result-oriented dialogue. He also expressed his opinion on enhancing cooperation between Russia authorities and international humanitarian and human rights organisations working in the North Caucasus.
