In particular, the Protocol specifies the legal status of Baikonur staff (cosmodrome personnel, Russian Federation law enforcement and government officers who work at the facility) and their families. It guarantees state protection of their rights and freedoms, and grants Russian citizens the right to state protection and patronage outside of Russia.
