President Vladimir Putin signed the decree “On the State Council of the Russian Federation.”

September 1, 2000

The decree established the State Council, a new consultative body under the President.

The decree said, in part:

“The State Council is a consultative body, whose aim is to help realise the President’s power in matters of interaction between state bodies of authority.”

President Putin also signed a decree entrusting the duty of Secretary of the State Council to Deputy Chief of the Presidential Executive Office Alexander Abramov.
