The documents state that Russia will provide assistance to the authorities of Abkhazia and South Ossetia for personnel training and developing national border services.

Inter-departmental agreements on cooperation and collaboration between the Federal Security Service of Russia, the State Security Service of Abkhazia and the State Security Committee of South Ossetia were also signed in the presidents' presence.

The starting point for developing a legal framework of relations between Russia and the republics of Abkhazia and South Ossetia was the signing of the treaties on friendship, cooperation and mutual assistance on September 17, 2008.
