The telegram from the President of Russia reads, in part:
“I was deeply shocked to learn of the tragedy that occurred on April 30 at the Azerbaijan State Oil Academy in Baku. The grief we share with you is compounded by the fact that the victims of this heinous crime were students, young people, full hopes and dreams.
Please convey my sincere condolences and words of support to the relatives and friends of the deceased and my wishes for a speedy recovery to all the victims.”
On the morning of April 30 an unidentified man armed with a handgun opened fire at the Academy killing 13 people and wounding 13 others.
