President Vladimir Putin chaired a meeting of the Security Council

November 29, 2000, The Kremlin, Moscow

The meeting discussed measures to improve the border infrastructure. Opening the meeting, President Putin said that Soviet-era multi-echelon border defences should be replaced with modern security systems. The President stressed that nobody planned to lower another Iron Curtain.

Mr Putin said the state had done little in previous years to create new borders symbolising a democratic country that was open to the world. The President noted the need to fully demarcate state borders in line with international law and said this unsettled issue was hindering cooperation between Russia and the CIS.

The Security Council also discussed regional aspects of the border policy. Mr Putin noted the need to focus on border regions and said illegal migration remained a serious threat to national security.
