The meeting discussed competence delineation between federal, regional and municipal authorities, natural monopoly reforms, and the State Council Presidium agenda for its January meeting.
On Mr Putin’s suggestion, the priority of items on the agenda was changed. Natural monopoly reform in basic branches of the economy, including railway transport, the energy and gas industries, was discussed first.
The Presidium decided to establish an ad hoc team for the reform of energy industry. Tomsk Governor Viktor Kress was appointed its head.
