President Vladimir Putin submitted bills on Russia's national symbols to the State Duma

December 4, 2000

The President submitted federal constitutional bills “On the State Flag of the Russian Federation” and “On the State Coat-of-Arms of the Russian Federation” to the State Duma and asked the deputies to discuss them as soon as possible. In a letter addressed to the Chairman of the Russian Parliament’s lower house, Mr Putin also asked the Duma deputies to make a decision on the state anthem of the Russian Federation. The proposed flag is a white-blue-red tricolour, and the coat-of-arms – a two-headed eagle. The music proposed for the state anthem was composed by Alexander Aleksandrov.

The President also submitted to the Duma a federal bill on the banner of the Armed Forces of the Russian Federation, that of the Navy, and the banners of the services and branches of the Armed Forces.

The red banner is proposed as an official flag of the Russian Armed Forces, and the St Andrew’s flag as the banner of the Russian Navy.
