The law regulates relationships and issues pertaining to the APEC summit, as well as issues regarding the development of Vladivostok as a centre for international cooperation in the Pacific Rim.
In particular, the law specifies the regulations for urban planning, land proprietorship, governmental environmental assessments, and employment of foreign nationals in the Primorye Territory as related to organising the APEC summit.
