The message was passed by Igor Ivanov, Russian Minister of Foreign Affairs, while on a visit to Washington. The message summed up Russian-US consultations on offensive and defensive weapons, and advanced ideas for further dialogue on that issue.
Mr Ivanov also passed the condolences of the Russian nation and President Vladimir Putin to the American people after the atrocious terrorist acts.
