Land reform was the key issue discussed at the session. It was decided to introduce a special description of land regulations for Moscow and St Petersburg, areas with a special natural environment, and border territories.

Further on, the meeting decided that it was advisable to separately review the Land Code and the entire set of legislative acts regulating farmlands.

It was also decided that the land reform, primarily the Land Code, should be further discussed by the working group and the Government. The coordinated document would be further considered by the State Duma, the Government and the State Council at their meetings. The final decision should be made once the Land Code is submitted by the President to the State Duma for consideration.
