Mr Rushailo gave the President general information about regional developments, and described the efforts of the law enforcement agencies to prevent and combat crime. In particular, he mentioned recent detentions of several foreigners who had been plotting terrorist attacks on Gudermes and Shali.

The minister was alarmed by rebel attacks on Chechen republican and municipal officers, which were lately gaining momentum. He said terror had been unleashed against them. Mr Putin told Mr Rushailo to pay special attention to the problem.
