President Medvedev signed a law designed to ensure that members of the electorate who voted for candidates on federal lists that were not elected as deputies are nevertheless represented in Russia's lower house of Parliament.
The changes stipulate that a certain number of seats will be given to candidates on federal lists who had less than 7 but more than 5 percent of the vote in the State Duma elections.
