The law implements the provisions of the Presidential Address to the Federal Assembly [the Russian Parliament] of November 5, 2008.
The law provides that the parliamentary parties (namely the parties whose lists of candidates have won seats in the State Duma) be guaranteed equal access to coverage of their work by the media founded and distributed by a Russian broadcasting company established as a Federal State Unitary Enterprise. Currently that organisation is the National Television and Radio Broadcasting Company [VGTRK].
The Central Election Commission of the Russian Federation will supervise the enforcement of these guarantees.
