The message said, in part:
“Your message on the results of the developing countries’ meeting in Rio de Janeiro dedicated to the global IT and telecommunications cooperation was very interesting.
“Development and implementation of digital technologies in Russia is considered an important instrument to assist developing countries in accelerating their economic and social development. Clearing the so-called digital gap between the developed and developing countries in applying such technologies is a standing issue on the G8 agenda.
“We also believe that there is one more aspect to overcoming the global electronic and digital gap – possible commitment of available resources for military purposes rather than development. This is one of the reasons that encouraged us to bring the global information security issue to the attention of the UN.
“In this regard Russia submitted to the UN Secretary-General a draft paper called ‘The Global Information Security Principles’, which in our opinion could serve as a basis for a code of conduct for the countries operating in the global information space.”
