The presidential decree banned the delivery, sale and transfer of all military equipment and dual-purpose goods and technologies, as well as of spare parts, rigs and accessories for said equipment and goods, to the Taliban-controlled area of Afghanistan from Russia or using sea or flying vehicles under the Russian flag.
The embargo will last from January 19, 2001 to January 19, 2002.
