President Vladimir Putin chaired a Security Council meeting on restoring the Chechen economy

The objective of the counter-terrorist operation in Chechnya is to bring peace and security to the Chechen people. Positive results had been reached, however there is no end in sight, the President said in his opening remarks.

The head of state stressed that restoration works could start only after industrial and social facilities were provided with complete safety.

The President said the federal and regional authorities should coordinate their work in Chechnya. He said that shortly before he had a meeting with his Envoy to the Southern Federal District Viktor Kazantsev and the Chechen leaders, Akhmat Kadyrov and Stanislav Ilyasov.

Strict control over the federal funds allocated for restoring the Chechen economy was very important, Mr Putin said. Apart from the federal target programme, other financial sources should be used. Many Russian regions were ready to provide help to the Chechen people, but they were unable to do so because of the lack of coordination in this field.

The funds of the Chechen diaspora should also be attracted, at least for restoring housing facilities. A clear-cut and efficient programme should be developed to guarantee the money be used for the benefit of the people.

Mr Putin stressed the problem of forced migrants and their returning to Chechnya. He said they should be provided with accommodation, on a voluntary basis.

The President said that the counter-terrorist operation and restoration of the Chechen economy should be closely connected, and the country’s leadership should address these problems as measures that compliment each other.

In his address, the head of state spoke of the necessity to defend the oil sector of the Chechen Republic.

Following the meeting, the Security Council agreed to build the power structure in Chechnya according to the principles applied to all Russian regions, and to divide property into the federal, regional and municipal categories.
