Vladimir Putin took part in an all-Russian conference of heads of tax and federal tax police agencies

February 13, 2001, The Kremlin, Moscow

Addressing the conference, the President stressed that the country’s tax policy should be based primarily on the principles of stability and predictability.

Another key principle is a consistent and well-calculated reduction of the tax burden. In connection with the above statement, the President spoke about the introduction of a flat income tax rate and a unified social tax. He stressed that a 13% income tax rate was “a serious measure to last for years to come.” The third principle is the simplification and rationalisation of the tax system.
