President Vladimir Putin signed a decree “On Signing an Agreement on the Establishment of the Joint Black Sea Naval Task Force”

The decree approved the proposal of the Russian Foreign Ministry and Defence Ministry to sign an agreement on establishing a joint Black Sea naval task force.

The decree approved the agreement, which was drafted by Russia, Bulgaria, Georgia, Romania, Turkey and Ukraine and submitted by the Russian Foreign Ministry and Defence Ministry.

The agreement has the following provisions:

Black Sea costal states shall establish a joint naval task force for conducting search-and-rescue operations, providing humanitarian relief aid, defusing mines, protecting the environment, conducting goodwill visits and accomplishing other objectives with the consent of all parties to the agreement;

The activities of the joint Black Sea naval task force are not spearheaded against any third state and do not aim to establish a military alliance against any other state or group of states;

All decisions pertaining to the joint Black Sea naval task force shall be adopted by consensus;

The parties to the agreement shall command all ships they contribute to the joint Black Sea naval task force.
