President Vladimir Putin sent a message of greeting to the participants and guests in the 4th meeting of the Council of Foreign Ministers of the Organisation of the Black Sea Economic Cooperation (BSEC), which was taking place in Moscow

April 27, 2001

Mr Putin’s message said, in part:

“Since the inception of the BSEC, we have kept in mind the unique importance to the contemporary world of the Black Sea region’s geopolitical situation and the necessity to preserve and rationally use its immense resources.

“Russia’s efforts during its presidency are entirely aimed at attaining our common goals and enhancing the BSEC’s role and authority throughout Europe. This period has witnessed our initial steps to strengthen contacts in trade, transport and telecommunications, and to enhance civil security and combat organised crime. Our contacts with the OSCE, the European Union, the United Nations and other international organisations have made major progress.”
