President Vladimir Putin held a meeting of the Russian Security Council

July 25, 2007, The Kremlin, Moscow

The meeting discussed a draft programme – Strategy for Developing an Information Society in Russia – presented by the Security Council.

The document’s objective is to transform Russia into one of the world’s leaders in post-industrial development and significantly bolster its information security.

The document outlines steps for implementing a development strategy that would see the share of production based on information and communications technology increase to at least 8 percent of total national exports by 2015. By the same date at least 80 percent of towns and villages should have access to open state information resources on the Internet, the number of Internet public access points should be at least four for every 10,000 people, and every town and village in the country should be connected to the telephone network. The number of teachers using information technology in teaching work should increase to 50 percent in secondary schools and 70 percent in tertiary education establishments. Labour market demand for information security specialists should be 100 percent satisfied.
