Vladimir Putin has signed a law on ratifying the Convention on the Transfer of Sentenced Persons

The law ratifies the Convention on the Transfer of Sentenced Persons of 21 March 1983 and the Additional Protocol to the Convention on the Transfer of Sentenced Persons of 18 December 1997, signed in Helsinki 7 April 2005.

The Convention and the Additional Protocol constitute a legal mechanism whereby sentenced persons can return to normal life. In practice, the citizens of one of the Convention’s member states that have been sentenced for committing a crime in another one of the states party to the Convention are given the opportunity to serve their sentence in their state of citizenship.

In accordance with the Convention, persons that have been sentenced in one of the states party to the Convention can be transferred to the territory of another state to execute his sentence. The request for transfer may be submitted by the state that has given the sentence or the state where the sentence would be executed. The conditions for the transfer of sentenced persons consist in the following: that the sentenced person or his legal representative agree to the transfer as well as the consent of both states concerned.
