Summing up the results of his plenipotentiary envoys’ first year of work, the president praised them for having managed to curb the process of national disintegration. The institution of plenipotentiary envoys, continued Mr Putin, is a staple component of presidential power, creating a close link between central authorities and the provinces.

Priorities set by the president before his plenipotentiary envoys boil down to bringing regional law into compliance with federal law and dividing authority between all the levels of power. Among the guidelines are coordinated activities of federal agencies in the regions, including in the law-enforcement and security environment. Vladimir Putin was particularly emphatic here on the need to reduce the crime rate.

Mr Putin also called upon his envoys to be sensitive to budget federalism, to pursue rational distribution of financial resources about the regions and to concentrate on raising the efficiency of government-run services, personnel policy and assistance in the development of civil society.

All these measures should help achieve the ultimate goal of enhancing the wellbeing and legal protection of our citizens, said the president.
