President Vladimir Putin met with the leaders of State Duma parties and deputy groups

Mr Putin proposed a new procedure for the drafting and passing of bills. He presented the leaders of parliamentary groups with a draft package on judicial reform without officially submitting it to the House. The President suggested that a spokesman of the ad hoc team that was drafting the bills should meet members of parliamentary parties and groups. Mr Putin would officially submit the package to the State Duma after its members made necessary amendments.

Mr Putin made several remarks concerning the content of bills. In particular, he found unjustified a clause regulating the dismissal of judges of the Supreme Court by the Constitutional Court. He stressed that such decisions must be made by the agency that appointed the judges, i.e., the Federation Council.
