When opening the meeting, Mr Putin set out the priorities for the group for the reformation the sector and pointed out the need to delineate powers between different levels of authority.

The President said that the housing sector was in a critical condition.

Governor of the Omsk Region Leonid Polezhayev, leader of the State Council working group on the housing and utilities sector, reported on the results of the group’s work and the presidium members exchanged opinions on this issue.

The meeting decided to establish a working group on interbudgetary relations.
