June 12, 2001, The Kremlin, Moscow

“Ten years ago, a new period in the country's history began. It was the building of a democratic state based on civil liberties and the supremacy of law,” the President said in his opening remarks. He emphasised that the Government’s objective was to prove that democracy in Russia would last forever.

Mr Putin also said that he had signed a decree awarding first Russian President Boris Yeltsin the Order for Services to the Fatherland 1st class.
