The message said, in part:

“Since the adoption of the Constitution, the Ukrainian state has developed the legal basis and has laid the foundation for the strengthening of nationhood, law and order. It may be said without exaggeration that it also was your personal achievement.

“I am sure that the Russian-Ukrainian strategic partnership, which rests on a solid legal foundation, will be further developed to the benefit of our countries and nations.”
