The decree is intended to protect Russia’s national interests while also facilitating the implementation of its international commitments. Its export control list includes missiles capable of delivering payloads of at least 500 kilograms to distances 300 kilometers and above, as well as unpiloted aircraft, separate rocket stages and rocket engines, guidance systems, and various onboard equipment.

Also liable to control are mixed fuels and their ingredients, equipment and technologies for the production of composite materials, and fibers used in delivery vehicles.
