Vladimir Putin chaired a State Council session on modernisation of the Russian educational system

August 29, 2001, The Kremlin, Moscow

The main provisions of the report on the Russian education policy at the current stage was made before the State Council session by Karelia’s Prime Minister Sergey Katanandov, and approved by the President and regional governors.

The modernisation programme lays down measures to improve the quality, access and efficiency of national education. For this, it is required to enhance the social status of teaching staff, to increase state financing of the educational system and to provide for the transparency of other funds’ inflow. The programme also encourages the further development of private schools.

The session confirmed the inviolability of the main values of Russian education – accessibility for every citizen, its high level and the priority of support by the state. The Russian President made a point of the state policy’s backbone being education free of charge.

Vladimir Putin entrusted the Government with introducing State Council session-approved amendments into the concept of educational modernisation for a period ending in 2010.
