President Vladimir Putin signed the federal law “On Political Parties.”

Under the law a party must have at least 10,000 members and regional cells with at least 100 members each in more than half of the regions of the Russian Federation. The document does not envisage the creation of regional parties.

Parties are subject to mandatory registration. The law provides for a mechanism of liquidation of a party if it fails to meet the requirements.

Partial financing of parties out of the government budget is envisaged on the basis of their performance in elections in proportion to the number of votes won.

Citizens of the Russian Federation above the age of 18 can become party members. Foreigners and stateless persons are not allowed to engage in political activities in Russia.
